We learned about wicked problems in the module 4, and you were asked to apply the degree to which your PPP (counter-terrorism, intelligence, or counter-intelligence community) faced problems that were “wicked” in nature. In this module, we learn about strategy, risk, and resilience. The main function of a strategic plan is to refine the steps required to move an organization, gov or person from “where they are now” to “where they want to be”. We need those steps to be SMART (specific, measurable, achievable, realistic and time-bounded) to be effective and to foster accountability. Strategic planning, in turn, helps to address the wickedness of a security problem by reducing the uncertainty inherent in all wicked problems. Reduced uncertainty reduces risk and in turn, reduced risk enhances resilience.
In this module, we now want to leverage a PPP to best determine and maintain a strategic plan (i.e., a SMART course of action) for the public sector partner in our PPP (CISA) to sustain effective mitigation strategies – that is, to achieve effective mitigation of a wicked problem and to enhance resilience.
So, for this module:
1. Define resilience as you understand the concept from the Chester et al. and Ginsberg papers.
2. Summarize what Palin means by “resilience as a grand national strategy”?
3. Briefly define risk, strategy and describe how a SWOT analysis supports a strategic plan.
4. Leveraging the concepts of “resilience”, “risk” and “strategy” as you see them applied in HLS, speculate on how a strategic plan could reduce risk and improve resilience of the partners in your group’s PPP.
